PS: It is interesting that Sudarshan babu has not yet been made into a brand ambassador of OTDC. I am sure Sudarshan babu, wearing an OTDC Tee shirt will surely draw attention to Odisha more than all the ministerial delegations being sent out. I hope OTDC mandarins & minister are listening.

Dear Sandip Babu, Just imagine that after IIT,IISER,AIMS and whatever have been already allotted to Orissa, suddenly you notice that these are surreptitiously being located in Kolkata or Pune. Would our academics(here and in Orissa), journalists, lawyers, politicians of all parties, etc, would sit on the fence with the look of a Cheshire Cat and do nothing ? My suspicion is that the nexus of BBSR based “intelligentsia” as well as the politicians and mandarins are deliberately sabotaging the location of ESI Medical College in Rourkela in favor of BBSR. Neither the logic, nor the approval of all layers of mandarins, nor even the assurance of CM of Orissa or even the Union Minister of Labor can withstand the concerted effort of this nexus. This unfortunately is the de facto policy which has been operating in locating practically all centrally funded institutions. Ironically, it is the same crowd which is in charge of designing the higher education in Orissa. Sickening.

Dear Friends: Please read the following links and see how games are played by the politicians in India. In the last one year a devoted group of people have moved heaven and hell and yet surreptitiously their logic, persuasion, appeal has been dealt with stealthy action and double talk. Why I say this? Because since September 2009, the following have been met and had promised that the mistake will be corrected. a.. -PM has been met – promised prompt action. b.. Union Labor Minister has been met and promised action c.. All powerful Odisha CM had promised he has no problem if Union Govt acts and gives Odisha a institute, located instead of BBSR to Rourkela. d.. State Labor minister, has dittoed the CM’s version, even before the CM issued it. e.. The director of ESI, in the presence of Union Minister of Labor M. Kharge, promised a delegation from Odisha led by MP & Ex-CM Hemananda Biswal(included 3 MLAs and 5 MPs) that they will advise GOO accordingly and move the institute to Rourkela (this was last March 2010). f.. There have been innumerable press statements to that effect. g.. The foundation stone by President of India was not laid due to this protests – during her December 3 visit to BBSR. h.. Last but not least 60% of the IP(Insured Person) of Odisha belong to the areas, in and around Rourkela. i.. An e-petition was submitted with more than 500 signatures: http://www.petitiononline.com/mod_perl/signed.cgi?ESI4RKLA Yet a month back the work of construction has been started in BBSR. This is simply preposterous. Do they want people to feel that it is their Govt? Not of some private clique? Dear Friends: How do you express your resentment against behind your back actions. And inactions? Please make a call to these persons listed above, who are most involved for the this unpopular action. Please make sure they get the message that ESI medical college belongs to Rourkela and they have to help do the needful, to change the year back decision promised nearly 9 months back. . Be polite but please ask two questions:

1. Ask what has made the work at BBSR location start? Why could not they wait? 2. Ask why can’t GoO (Govt of Odisha) write to GOI(Govt of India) that since 60% of IPs of ESI Corp. are from Rourkela and viscinity & there is huge protest – GOI can’t change the venue to Rourkela? After all it will be both cheaper and more useful?

OTN: Orissa to conduct second JEE to fill up nearly 20,000 seats

Dear All, Orissa govt. wants to conduct another JEE. Looks like we are concentrating more on quantity than quality. There should be a regulatory system to access the quality of these engg colleges.

The Commonwealth game is a perfect example what we are capable of doing. For sure after the commonwealth game we will become a superpower.

*Report by Orissa Diary correspondent; Bhubaneswar:* Second phase Joint Entrance Examination (JEE) would be held to fill up nearly 20,000 seats which lay vacant in various engineering colleges across the state despite counselling and spot admissions, Industry Minister Raghunath Mohanty said on Saturday.

A decision to conduct the second JEE was taken at the Policy Planning Board (PPB) meeting held on Friday.

According to the Minister, the examination would be conducted by October 15 to fill up 2,500 MBA seats, 2,000 MCA seats besides vacancies in other streams. However, as the Orissa Private Engineering College Association (OPECA) has moved Supreme Court over alleged discrepancies in admissions, date regarding the conduct the examination would be officially announced after the hearing on September 27. OPECA had earlier urged the state government to conduct a second Joint Entrance Examination to enroll students for various courses or permit them to fill 15 percent seats under the NRI quota.

However, only 2,000 students have applied against total 6,000 available seats under the NRI quota.

It can be noted here that number of engineering seats were increased to 38,000 from 30, 000 this year and counseling was held twice and later spot admission was conducted. But despite this, nearly 20,000 seats were left unoccupied creating problems for the new technical institutes in the state.

…….AMITABH KUNDU, PROFESSOR, JAWAHARIAL NEHRU UNIVERSITY: But the question that strikes me is that a country which is capable of growing at nine percent plus for five consecutive years. A country with can have the shortest turn around period from the worst global economic crisis. Why can’t it manage a game in a successful manner?………….

OTN: Orissa asks Posco to consider alternative water source

Dear All,

It appears that now Odisha Government has realized its mistake in proposing Supply of Mahanadi Water from Jobra Barrage for the proposed POSCO Project. Soon it will realize that the Approval of the said Project is a Big Blunder on the part of Odisha Government as the State has very little to gain out of this Project. The details have been discussed several times thru this portal.

Let us hope that good sense shall finally prevail over the Gullible Government and the Project is scrapped, in the best interest of People of the State.

OTN: Re: NEW MINING BILL PROPOSING 26% PROFIT FOR THE PROJECT AFFECTED PERSONS.

Dear Jibanananda babu: I could not get the access to the proposed mining Bill. Who do they refer to for price? International market price? How do they pay Royalty? Indian Industry, particularly private have been cooking books for long. Thus formal profit is minimal and unofficial drainage is the largest part. Those are still in vogue. And huge scandals of public sector are still to come out when RTI starts really taking root. However there are a lot of honest people, who have become cynic. I was told recently that a person in Rourkela bragged that he has spent 100 crores(it appeared to me an exaggeration but do not know for sure if it is possible) in parties for his son’s marriage. He invited 10 thousand families in Rourkela, itself. So we have to not jump if they give some good provision in law. India’s laws are one of the best but never implemented – that is all.
